Invitation to tender: Promoting skills development and employment creation in the Great Lakes.

Overall goal: To contribute to increase employment and income generation to rural population by improving their access to quality and labour market oriented VTCs

Task description:

While the Government of Rwanda aims at becoming a middle income, an export- and service-oriented economy, operating as knowledge-based service hub by 2020, Rwanda’s economy remains characterized by a lack of qualified workforce, especially in the technical sectors.

Therefore, to address the structural insufficiencies of the labour market, the Swiss Agency for Development and Cooperation (SDC) is initiating the 12-years program "Promoting skills development and employment creation in the Great Lakes region" to enhance the current Technical and Vocational Education Training (TVET) system. This program aims at contributing to increase employment and income generation of the rural population by improving their access to quality and labour market oriented vocational training. The object of this tender is the planning and preparation as well as implementation of the first phase of the present project.

A more detailed description on the desired thematic orientation of the proposals is given by the bidding document "Promoting skills development and employment creation in the Great Lakes region". The concept notes for project proposal have notably to fulfil the following mentioned tasks (“must” tasks) :

  1. Planning and preparation of Project Phase 1 (ca. July – mid-September 2012), including the conduction of a feasibility study and a broad assessment of the TVET sector in Rwanda, with a focus on the Western province. The organization shall also outline perspectives of the employment sector, analyse the existing TVET system in collaboration with the Rwandan Workforce Development Agency (WDA) and elaborate recommendations on the policy level. The preparation phase aims eventually at evaluating whether developing regionally harmonised TVET certificates within the East African Community (EAC) and the Economic Community of the Great Lakes Countries (CEPGL) would be relevant.
  2. Conduct a planning workshop in Rwanda and develop the Project Document (ProDoc) for a programme covering at a first stage Rwanda. Intervention strategies for Burundi and then DRC (South Kivu) shall only be developed in the first phase of implementation. The ProDoc must notably include a logical framework, a project implementation/intervention plan, a risk assessment and a detailed budget. Monitoring and evaluation tools shall be outlined as well.
  3. Management and implementation/facilitation of the Project Phase 1 (November 2012 – October 2015). This phase shall facilitate the work of public institutions and other partner organizations in the TVET sector and the private sector by providing technical assistance, expert advice and support in their capacity building, and planning, implementing and monitoring their activities related to the strengthening of TVET within the project’s framework. Moreover, it shall implement in close cooperation with local stakeholders certain project activities, as required, such as: Training of trainers, developing and adapting demand-driven training programs and manuals, establishing of centres for continuous training.
